An Agreement of Academic Collaboration

And
The Department of Materials,
Loughborough University, United Kingdom
Collaboration Agreement
Date: March 2017
The parties to this agreement are the School of Materials Science and Engineering (SMSE) of Harbin Institute of Technology, Shenzhen (HIT SZ), China, and the Department of Materials (DM) of Loughborough University (LU), United Kingdom.
Summary of the Collaboration Agreement and its Objectives
The Department of Materials (DM)
of Loughborough University (LU) and the School of Materials Science and Engineering(SMSE)
of
Harbin Institute of Technology,
Shenzhen (HIT SZ)
have agreed to collaborate in the provision of a Joint Education Programme.
The total length of this full-time programme is 5 years and will consist of 3 parts. This is referred to as the 3+1+1 model and hereafter is referred to as the Programme.
The scheme of joint education under this collaboration agreement will be initiated at the start of the 2019-20
academic year.
The Purpose of this Collaboration Agreement
This collaboration agreement sets out the agreement between the parties in respect of the Programme and summarises the matters for which the parties are responsible in respect of the structure of the Programme.
Structure of the China – Loughborough Partnership, CLP, Programme (3+1+1model)
Students shall initially register at SMSE (HIT SZ).
The first part of the Programme (Part CLP1) consists of three years of undergraduate education in Engineering
and related fields at SMSE (HIT SZ).
Following successful completion of all the relevant assessment requirements as stipulated bySMSE (HIT SZ)
students will be eligible to apply for a two-year programme of study at DM (LU).
The second part of the Programme (Part CLP2) consists of one year of undergraduate study, English language and completion of a project at DM(LU).
Following successful completion of all the relevant assessment requirements for Part CLP2 as stipulated by SMSE (HIT SZ)
students will be awarded a BSc or Ben g
degree and Certificate of Graduation from SMSE(HIT SZ).
The third part of the Programme (Part CLP3) consists of a one-year, full-time, specialist Master’s degree programme offered by DM (LU).
Upon successful completion of the one-year MSc programme and the relevant assessments according to LU regulations, the students will be awarded an MSc degree of LU.
Students admitted to Part CLP2 of the Programme under this agreement will retain their registered status at SMSE(HIT SZ)
and will also register as students of Loughborough University. Students will be subject to the rules and regulations of Loughborough University for the duration of Part CLP2 and CLP3.
Admissions Requirements and Selection Procedures
Students shall initially follow SMSE (HIT SZ)
application procedures for entry to a Bachelor’s degree at SMSE(HIT SZ)
to enable them to undertake Part CLP1of the Programme.
All applicants for Parts CLP2 and CLP3
of the Programme are expected to complete appropriate LU application forms and submit relevant documentary evidence of their qualifications including transcripts and English language qualifications.
To be eligible to apply for Part CLP2
of this programme, a student must have an overall IELTS score of 5.5, with a minimum of 5.5 in each individual element.
In addition students must have the necessary academic attainment for enrolment for a fourth year at SMSE (HIT SZ).
As a further part of the application process staff from LU will interview applicants to ensure that the academic and English language levels are appropriate before an offer of a place on Part CLP2
can be made.
Selection will be undertaken by members of HIT SZ
and LU who have authority to offer admission within their respective Universities.
Progression through the programme
To be eligible to progress to Part CLP3
of this Programme all students must fulfil the necessary academic requirements for progression to the Masters Programme. Students must achieve a minimum of100
credits with an average of no less than 50%. In addition students will be expected to have gained sufficient marks in the English language training as to meet the entry requirements for Masters level study in DM (LU).
Mutual Responsibilities and Division of Work
To complete the above tasks, SMSE(HIT SZ) and DM (LU) will together draw up teaching plans. Relevant academic staff from DM
(LU) and SMSE(HIT SZ)
will discuss the details of these plans on an annual basis.
Appropriate arrangements will be made to interview prospective students.
SMSE(HIT SZ) will be responsible for the delivery of Part CLP1
of this programme, which will consist of three years of undergraduate study at SMSE
(HIT SZ).
DM
(LU) will be responsible for the delivery of Part CLP2
of this programme, which will include selected modules from the undergraduate programmes in DM
(LU), a final year project and English language training.
DM (LU) will be responsible for the delivery of Part CLP3 of this programme, which will consist of a standard MSc programme offered by DM (LU).
SMSE(HIT SZ) will be responsible for administering applications and admissions to Part CLP1 of
the Programme.
SMSE(HIT SZ) will be responsible for the administration of the application process to Part CLP2
of the Programme.
DM (LU) will be responsible for the selection of students for admission to Part CLP2
of the Programme.
DM (LU) will provide relevant score reports at the end of Part CLP2 of the Programme. Reports will be made available as soon as possible during July in the year in which Part CLP2 ends. A satisfactory academic achievement indicated by this report will be taken as proof that a student will graduate from HIT SZ.
HIT SZ is responsible for
(a) all matters pertaining to the academic standards of those parts of the Programme taught at HIT SZ.
(b) the provision of those resources necessary for the successful operation of those parts of the Programme taught at HIT SZ.
(c) all matters affecting the welfare of students during the period of their study at HIT SZ.
LU is responsible for
(a) all matters pertaining to the academic standards of those parts of the Programme taught at LU.
(b) the provision of those resources necessary for the successful operation of those parts of the Programme taught at LU.
(c) all matters affecting the welfare of students during the period of their study at LU.
LU will issue those documents and undertake tasks as are necessary to fulfil UK student visa application requirements.
Each party is separately responsible for satisfying any separate regional/national authorities/professional bodies (Department of Education etc.) in respect of Governmental and other rules and regulations.
Financial Arrangements
Tuition fees will be determined by HIT SZ for the part of the Programme that is taught at HIT SZ.
Tuition fees will be determined by LU for those parts of the Programme that are taught at LU.
Tuition fees, bursaries and scholarships for each academic year will be notified by each university by writing in advance of student enrolment.
DM (LU) will provide each SMSE (HIT SZ) student registering on Part CLP2 a
nd Part CLP3 of this Programme a bursary of 20% of the tuition fee for full-time international students applicable to the year of entry for that part of the Programme (undergraduate fees for Part CLP2 of the Programme and postgraduate fees for Part CLP3
of the Programme). This will be awarded as a reduction in the corresponding tuition fee.
For outstanding SMSE
(HIT SZ) students registering on Part CLP2 and CLP3 of this programme, based on academic achievement, DM(LU) will provide a limited number of scholarships each year worth between 25% and 40% of the applicable tuition fee for full-time international students. The award of a scholarship replaces the award of a bursary.
To be eligible for a scholarship in Part CLP2, the criteria for outstanding academic achievement will be an average of 82% and above from credit gained in Part CLP1.
To be eligible for a renewal of scholarship in CLP3, the criteria for outstanding academic achievement will be an average score of 65% from credit gained in Part CLP2.
Students on this Programme will be responsible for their own travel and living costs.
Resolution of Differences
The parties shall attempt to promptly resolve any dispute or claim arising in connection to this agreement. In the first instance, matters will be referred to the Programme/Course Directors of the relevant partner institutions. If matters cannot be resolved at this level they shall be referred initially to the Head of Department or equivalent in each partner institution.
In the event of a dispute in connection to this agreement that cannot be resolved within the relevant department or equivalent, senior parties at each institution will endeavour to mediate a solution within 3 months of the dispute arising. This will be led by the Pro Vice-Chancellor (Teaching) at LU and the
Vice President (Teaching) at HIT SZ.
This agreement shall be governed by and construed in accordance with the law of England and Wales, and the law of the People's Republic of China.
Start, Termination and Revision of this Memorandum of Collaboration
The scheme of joint education under this agreement of collaboration will be initiated at the start of the 2019-20
academic year
In the interests of full collaboration, this agreement is to be valid for five annual intakes, in the first instance, commencing from September2019.
Extension of the agreement beyond the intake in September 2024
will be subject to the agreement of both Parties.
During the period of collaboration, both Universities may explore other possibilities of collaboration.
This agreement may only be varied with the written agreement of each of the parties. Any variation will be without detriment to students registered at the time on programmes of study covered by the agreement.
Either party may withdraw from this agreement by giving not less than six month’s notice in writing. In the event of termination, the parties will honour their commitments to students registered on programmes covered by this agreement.
